WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES
January 3, 2011

Chairman W. Logan Myers convened the January 3, 2011 meeting of the Board of Supervisors at 7:15 p.m. Present were Supervisors W. Logan Myers, Michael Vigunas, Anthony Chivinski, Herbert Flosdorf, and C. David Kramer. In attendance were Township Manager Daniel Zimmerman, Code and Zoning Officer Thomas Zorbaugh, and Len Spencer.

COMMUNICATIONS: The Board received a copy of the December, 2010 edition of the PSATS NewsBulletin publication.

The Board received a letter from the Lititz Public Library Director expressing appreciation for the Township's 4th Quarter contribution.

The Board received a letter from the Lititz recCenter Executive Director expressing appreciation for the Township's 4th Quarter contribution.

The Board received an invitation to attend the 8th Annual Pennsylvania Farm Show Public Official Day Luncheon on January 13, 2011 beginning at Noon.

CONSIDER THE CONDITIONAL USE DECISION FOR THE NEWPORT SQUARE SOLAR PROJECT: The Board reviewed the draft decision. The draft decision would grant Conditional Use approval, with one exception, under Section 340-23.O(2), to permit installation of solar panels within the Village Overlay area of the development, contingent upon the applicant meeting the conditions and safeguards included as part of the written decision. On a motion by Vigunas, seconded by Chivinski, the Board voted unanimously to approve the decision as drafted.

CONSIDER ACCEPTANCE OF ADDITIONAL RIGHT-OF-WAY FOR HIGHLANDS DRIVE: The Township Manager explained that the Board had previously accepted additional right-of-way for Highlands Drive; however, the title company has requested formal acceptance of the right-of-way. On a motion by Flosdorf, seconded by Chivinski, the Board voted unanimously to accept additional right-of-way for Highlands Drive as legally described in the deed between Buckhill Farm and Warwick Township.

CONSIDER REQUEST FOR THE JOHN BECK ELEMENTARY PTO CARNIVAL: The Board reviewed the request. The school representatives are requesting the use of fire police to assist with traffic direction at the school on the day of th carnival. On a motion by Vigunas, seconded by Chivinski, the Board voted unanimously to authorize the John Beck Elementary PTO to host the annual Spring carnival on May 19, 2011 from 4:00 p.m. to 8:00 p.m. and to authorize the use of fire police for the event.

TOWNSHIP MANAGER’S REPORT: The Township Manager explained that the draft of the police study is being finalized for review by the subcommittee.

The Township Manager explained that a joint meeting of the Economic Development Committee is scheduled for Thursday, January 27, 2011. The meeting will include representatives of Lititz Borough, Warwick Township, Elizabeth Township and Warwick School District to discuss the feasibility of creating an Economic Development Corporation to serve the Lititz region. He noted that other economic issues involving the region will be discussed at the meeting.

The Board discussed the need for an Emergency Management Coordinator. The Township Manager explained that the Township is currently reviewing options for a volunteer to serve in this capacity.

Vigunas inquired whether the Township could improve the embankment at the intersection of Woodcrest Avenue and West Millport Road. The Township Manager explained that if the farmer is agreeable, the Township could grade the area so it is less steep. He noted that the Township could contact PennDOT to discuss the feasibility of a guiderail at this area.

EXECUTIVE SESSION: The Chairman announced that the Board will recess to an Executive Session to discuss personnel issues.

ADJOURNMENT: Upon reconvening the meeting, and with no further business to come before the Board, the meeting was adjourned at 7:55 p.m.
