WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES Chairman W. Logan Myers convened the November 3, 2010 meeting of the Board of Supervisors at 7:00 a.m. Present were Supervisors W. Logan Myers, Anthony Chivinski, C. David Kramer, and Herbert Flosdorf. Michael Vigunas was absent. In attendance were Township Manager Daniel Zimmerman, and Karen Mailen. LITITZ recCENTER PRESENTATION: Karen Mailen, Lititz recCenter Executive Director, thanked the Board for the Township's ongoing support of the recCenter. She provided photos of the completed fitness center, which was Phase I of the recCenter construction project. She explained that Phase 2 of the construction is the pool project. She explained that construction of the new pool is underway, and construction is on schedule. She explained that opening day for the pool is anticipated to occur in March, 2011. She provided the Board members with a copy of their most recent newsletter. She explained that the recCenter has over 5,000 members, and 2,200 of the members are Warwick Township residents. She requested the Board to consider maintaining the Township’s current donation level for 2011. Mailen stated that the recCenter also requests contributions for families that cannot afford membership, so that they may use the services of the recCenter. Chivinski inquired whether there is a waiting list for this type of service. Mailen stated that they try not to have a waiting list; however, they cap these types of services since they are trying to be fiscally responsible. She stated that each year they raise approximately $40,000 to support services for needy families. She explained that approximately 150 memberships are sponsored in some way. She noted that these memberships are not fully funded, since they ask each member to pay what they can afford. Flosdorf inquired whether or not the School District’s funding support would change after the new pool is constructed. Mailen responded that they currently have 3 teams that use the pool, which equates to 14 swim meets plus the championship. She noted that the recCenter increased the rental fees for the swim teams. The Board commended the current operations of the Lititz recCenter. CONSIDER CONDITIONAL USE DECISION FOR WILLIAM CROSS, 1561 EAST NEWPORT ROAD: The Board reviewed the draft decision. The Township Manager explained that the public hearing for this case was held at the Board’s October 20, 2010 meeting. On a motion by Chivinski, seconded by Kramer, the Board voted unanimously to grant a Conditional Use under section 340-11.D(2) to allow a farm related business within the Agricultural zone. The approval is contingent upon the applicant meeting the conditions as itemized within the written decision. CONSIDER BIDS SUBMITTED FOR THE PURCHASE OF A 1995 F-250 TRUCK: The Board reviewed the list of bidders. On a motion by Kramer, seconded by Chivinski, the Board voted unanimously to sell the 1995 Ford F-250 pick-up truck to John A. Zelek, Zelek’s Property Management, for the bid price of $6,351.00. This represents the highest bid submitted for the vehicle. DISCUSS PROPOSED PENNDOT PROJECT ON SR772: The Township Manager explained that the Township provided for curb and sidewalk within Rothsville during 1992 and1993. He added that curbing and handicap accessible ramps were provided as part of the project. He explained that PennDOT is proposing a $800,000.00 improvement of Main Street through Rothsville. He stated that as part of the project, Township staff is recommending that PennDOT review stormwater issues and ways to make crosswalks more visible. PennDOT has indicated that they will construct handicap ramps which cross the state highway system up to current standards. He noted that PennDOT has provided the opportunity for the Township to install curb cut ramps that meet current ADA requirements. The cost for these improvements is approximately $136,000.00. The Township Manager explained that the Township could do the work for less; however, due to severe budget constraints, the Township is unable to proceed with the project in this manner. The Chairman inquired whether the Township has received information regarding re-routing of truck traffic along SR 772. The Township Manager explained that the project list originally included 44 projects, and now only 6 projects are listed. He noted that several years ago, representatives of Manheim Borough stated that improvements must be made within their jurisdiction before a re-routing takes place. He noted that 85% of available PennDOT funds go toward bridge repair work. He noted that other road projects are being constructed under the stimulus bill. DISCUSS PAVING OPTIONS FOR 2011: The Township Manager provided a list of potential paving options for 2011. He explained that projects would be funded through Liquid Fuels. He explained that the Township owns 90 miles of roadways, and the rule of thumb is that it costs $1 million per mile to build a roadway. He explained that the Township is evaluating options to ensure that roadways are maintained, while cutting spending costs. He explained that last year, the Township joint-bid roadway materials with 8 other municipalities, which resulted between $20,000 - $30,000 work of savings. He noted that the Township reduced the overall number of oil & chip projects, and eliminated using this material in developments. He explained that a modified oil & chip process is available which uses smaller stones and includes a layer of oil that is sprayed over the surface, which seals stones, and creates a hardened surface. In addition, this process improves the traction coefficient. He explained that Elizabeth Township did several projects with this material. He explained that this process costs approximately $2.50 per square yard, compared to $10 per square yard for a paved surface. He explained that this surface extends the life of a roadway, and lesser traveled roadways should last up to 20-25 years. He explained that the Township has also used a micro-surface, which is similar to oil & chip, but it has cement added. The Board members are agreeable to using the modified material which would provide for additional roadways to be improved and maintained. The Township Manager explained that most bridges in this area were destroyed by the Agnes flood, and were reconstructed between 1972-1976. He explained that the County changed their bridge inspection program, and based on the most recent inspection, it appears there are 3 bridges where the steel beams are rusting. He explained that the cost to repair the beams is approximately $100,000 per structure; therefore, the Township is proposing to repair only one bridge per year. The Board is agreeable to the proposed paving methods as discussed. CONSIDER REQUEST BY ROTHSVILLE FIRE COMPANY TO CONDUCT THE ANNUAL FALL BOOT DRIVE ON 11/26/2010: The Board reviewed the request. On a motion Flosdorf, seconded by Chivinski, the Board voted unanimously to authorize the request by Rothsville Fire Company to conduct their annual boot drive from 8:00 a.m. until 2:00 p.m. on Friday, November 26, 2010. REVIEW 2011 MUNICIPAL CALENDAR: The Township Manager provided the Board with the proposed 2011 Municipal Meeting Calendar. MANAGER’S REPORT: The Township Manager explained that Township employee Tony Robalik has offered to work with local agencies to perform a greenhouse gas analysis. He stated that Robalik did a similar greenhouse study for Florida State. He added that it appears that the study can be performed for only $500, and would include Warwick Township municipal-owned buildings, the Warwick School District, and possibly Elizabeth Township, Lititz Borough, Lititz recCenter and the Lititz Library. He noted that the Township has evaluated nitrogen levels in conjunction with the Chesapeake Bay, and has reduced its electrical consumption with improvements to lighting and the roof at the municipal building, and this would be another environmental initiative. The Board is agreeable to the greenhouse gas analysis. ADJOURNMENT: With no further business to come before the Board, the meeting was adjourned at 8:15 a.m. Respectfully submitted, Daniel L.
