WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES
September 15, 2010

Chairman W. Logan Myers convened the September 15, 2010 meeting of the Board of Supervisors at 7:00 p.m. Present were Supervisors W. Logan Myers, Michael Vigunas, C. David Kramer, Anthony Chivinski and Herbert Flosdorf. In attendance were Township Manager Daniel Zimmerman, Code and Zoning Officer Thomas Zorbaugh, Roadmaster Dean Saylor, Lieutenant Edward Tobin, Sam Brenner, and Karen Brenner.

APPROVAL OF MINUTES: On a motion by Kramer, seconded by Flosdorf, the Board unanimously approved the minutes of the August 18, 2010 Board meeting as submitted.

TREASURER'S REPORT: The Board reviewed the Treasurer's Report. On a motion by Flosdorf, seconded by Chivinski, the Board unanimously approved the Treasurer's Report as submitted.

PAYMENT OF BILLS: The Board reviewed the list of bills submitted for payment. On a motion by Vigunas, seconded by Chivinski, the Board unanimously approved the payment of bills from the General Fund in the amount of $367,644.72.

TOWNSHIP MANAGER'S REPORT: The Township Manager provided a status report on the Police Feasibility Study. He explained that the draft of the study is 65% complete.

The Township Manager provided a copy of the Summer Playground Program overview for 2010 for the Board’s review and information. The overview was prepared by the WRRC Director.

The Township Manager provided an update on changes to the CDL program for drug testing requirements.

The Township Manager stated that the Millport Road/Woodcrest Avenue construction project is on target with the revised schedule.

TAX COLLECTOR'S REPORT: The Board reviewed the August, 2010 Tax Collector's report. On a motion by Kramer, seconded by Vigunas, the Board unanimously approved the Tax Collector's August, 2010 report.

PUBLIC WORKS DEPARTMENT REPORT: The Roadmaster provided a report that outlines the activities of the Public Works Department during August, 2010. The Board unanimously approved the Public Works Department Report.

POLICE DEPARTMENT REPORT: Lieutenant Tobin presented a report that outlines the activities of the Police Department during August, 2010. The Board unanimously approved the Police Department Report.

ZONING OFFICER'S REPORT: The Zoning Officer presented a report that outlines the Zoning/Building permits issued in August, 2010. He outlined the cases heard at the Zoning Hearing Board's August 11, 2010 meeting. The Board unanimously approved the Zoning Officer's Report.

COMMUNICATIONS: The Board received an invitation to attend the Wastewater Treatment Plan Upgrade dedication on October 28, 2010 beginning at 11:00 a.m. The event is open to the public

The Board received a copy of the August, 2010 edition of the PSATS NewsBulletin publication.

WARWICK TOWNSHIP CHOSEN AS THE RECIPIENT OF THE PENNSYLVANIA CHESAPEAKE BAY FOUNDATION CONSERVATIONIST OF THE YEAR AWARD: The Township Manager explained that award ceremony will be held at Landis Valley on September 28, 2010 from 6:00 pm. until 8:00 p.m. He added that R.S.V.Ps. are requested by September 20th.

CONSIDER THE SEIBERT FARM TDR PROJECT WITH LANCASTER FARMLAND TRUST: Warwick Township has been advised that Ken Seibert has offered to preserve his approximate 18.8 acre property as a donation. The property includes a streambank buffer of woody vegetation and cool-season grasses. A portion of the Conestoga Trail runs through the property, providing passive recreational use for Lancaster hikers. The project would be consistent with the stream corridor protection strategies outlined in the Lititz/Warwick Joint Strategic Comprehensive Plan as it will conserve corridor land along Hammer Creek. Warwick Township is requested to sign-off on the 9 TDR’s generated by Seibert’s easement donation to Lancaster Farmland Trust. The Board is in agreement to sign-off on 9 TDR’s attributable to the Seibert property as requested.

CONSIDER THE REQUEST FOR FIRE POLICE HELP WITH ANNUAL COVERED BRIDGE RIDE FOR THE WOUNDED WARRIORS: The Board reviewed th request. On a motion by Chivinski, seconded by Kramer, the Board voted unanimously to authorize the Rothsville Fire Police to assist with the Annual Covered Bridge Ride for the 3rd Annual Wounded Warriors on October 3, 2010.

CONSIDER THE 2011 MMO FOR THE UNIFORM AND NON-UNIFORM PENSION PLANS: The Township Manager provided a Memorandum advising the Board that the MMO for non-uniform employees is $62,749.00 and the recommended MMO for the uniformed employees (Police Pension Plan) is $204,526.00. On a motion by Vigunas, seconded by Chivinski, the Board voted unanimously to approve the MMO information as submitted, and authorized the Township Manager to take appropriate action regarding the MMO for the non-uniform pension plan, and for the Police Pension Plan.

ADJOURNMENT: Upon reconvening the meeting, and with no further business to come before the Board, the meeting was adjourned at 7:35 p.m.
