WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES
May 5, 2010

Chairman W. Logan Myers convened the May 5, 2010 meeting of the Board of Supervisors at 7:00 a.m. Present were Supervisors W. Logan Myers, Michael Vigunas, Herbert Flosdorf, Anthony Chivinski, and C. David Kramer. In attendance was Township Manager Daniel Zimmerman.

COMMUNICATIONS: The Board received a copy of the April, 2010 edition of the PSATS NewsBulletin publication.

The Board received a copy of a report from the Lancaster County District Attorney that outlines the activities of the Lancaster County Drug Task Force during the 1st quarter of 2010.

The Board received information from the Lancaster County Housing & Redevelopment Authorities regarding the availability of federal CDBG Program, and several other funding programs available for low- and moderate-income persons in Lancaster County.

CONSIDER BIDS RECEIVED FOR MICRO-SURFACING AND OIL AND CHIP: The Board received a copy of the preliminary bid results from the joint-bidding program with eight other municipalities. The Township Manager stated that West Earl Township was the lead on the bid for the materials. He explained the joint bid process will result in approximately $32,000 in savings from the budgeted amount for the materials. The Board briefly discussed the preliminary bid results.

CONSIDER REQUEST FOR THE HARTZ PHYSICAL THERAPY FALL BLAST RUN ON 10/9/2010: The Board reviewed the request. The Township Manager explained that a majority of the run will occur on trails within the Township and not on major roadways. On a motion by Chivinski, seconded by Kramer, the Board voted unanimously to authorize Hartz Physical Therapy to host the Fall Blast Run on October 9, 2010 beginning at 9:00 a.m.

CONSIDER REQUEST FROM RITA’S TO HOLD A CHARITY FUN RUN ON 6/26/2010: The Board reviewed the request. The Board members expressed concern that the run is proposed to occur from 8:00 a.m. to 11:00 a.m. on major roadways near the shopping center on a Saturday. The Township Manager stated that the Board has the option to deny the request and recommend that the event occur on pedestrian trailways within the area (hospital trail, i.e.).

Flosdorf stated that three routes should be designated for road races, and subsequent requests would be required to choose route A, B or C. He stated that permanent markings could be provided to designate the routes. The Township Manager stated that he will provide the suggestion to the Warwick Regional Recreation Commission Director.

On a motion by Kramer, seconded by Vigunas, the Board voted unanimously to deny the request from Rita’s to hold a charity fun run on the designated high-traffic roadways, and recommending that the event be held on pedestrian trails in the area.

TOWNSHIP MANAGER’S REPORT: The Township Manager provided an update regarding the regional rails-to-trails. He explained that the Township continues to discuss the proposal with affected property owners.

The Township Manager explained that the Board will need to designate a representative for negotiations for the Public Works Department labor agreement. He noted that discussions with the union representatives should begin in July.

EXECUTIVE SESSION: The Chairman announced that the Board will recess to an Executive Session to discuss personnel issues.

ADJOURNMENT: Upon reconvening the meeting, and with no further business to come before the Board, the meeting was adjourned at 9:20 a.m.
