WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES Chairman W. Logan Myers convened the January 4, 2010 meeting of the Board of Supervisors at 7:13 p.m. Present were Supervisors W. Logan Myers, Michael Vigunas, Anthony Chivinski, Herbert Flosdorf, and C. David Kramer. In attendance were Township Manager Daniel Zimmerman, and Code and Zoning Officer Thomas Zorbaugh. COMMUNICATIONS: The Board received a copy of the December, 2009 edition of the PSATS NewsBulletin publication. The Board received a letter from the Lititz Public Library Director expressing appreciation for the Township's 4th Quarter contribution. The Board received a letter from Senator Brubaker congratulating the Township on receiving the U.S. Environmental Protection Agency’s prestigious Energy Star award. REQUEST FOR RELEASE OF LETTER OF CREDIT FOR THE LAMS PROJECT: The Board reviewed the request. The Township Engineer commented that based on their most recent observation of construction progress at the site, compared with the original Letter-of-Credit estimate amounts, they recommend the Township release $31,251.00 from the current Letter-of-Credit account. The retainage represents their estimate of the costs to complete the remaining site improvements. On a motion by Vigunas, seconded by Chivinski, the Board voted unanimously to release $31,251.00 from the Letter-of-Credit for the LAMS project. CONSIDER REQUEST FOR A 90-DAY TIME EXTENSION TO RECORD THE SHOPPES AT KISSEL VILLAGE LAND DEVELOPMENT PLAN: The Board reviewed the request. On a motion by Flosdorf, seconded by Chivinski, the Board voted unanimously to grant a 90-day extension of time to record the Shoppes at Kissel Village Land Development Plan. CONSIDER RESOLUTION #01-04-10-03 REVISING FEES FOR THE ADMINISTRATION OF THE CONSTRUCTION CODE ORDINANCE: The Board reviewed the Resolution. The Township Manager explained that the Township intends to change its policy for submittal of building permit applications for commercial/institutional/industrial projects by requiring applicants to submit an approved set of plans with their application, rather than the Township providing for a third-party review of the plans. The Board briefly discussed the residential inspection process. The Code and Zoning Officer explained that 12 inspections are required for new home construction; he added that he is certified to perform 9 of these inspections. The Board decided to table action on the Resolution to provide for minor revisions and additional discussion. CONSIDER AUTHORIZING THE ORDER OF A NEW F-350 PICK-UP FOR THE PUBLIC WORKS DEPARTMENT: The Roadmaster provided a memo to the Board outlining the request. The pick-up would replace a 1995 F-250 pick-up truck currently in use by the Public Works Department. The new truck would be purchased through the State’s COSTARS purchasing cooperative at a cost of $32,025.50. On a motion by Vigunas, seconded by Flosdorf, the Board voted unanimously to authorize the purchase of a new F-350 Pick-up for the Public Works Department. STATUS REPORT ON THE MILLPORT ROAD AND WOODCREST AVENUE PROJECT: The Township Manager explained that all outstanding right-of-way acquisitions have been completed. He added that he intends to hold a meeting with all of the affected property owners to provide an update on the status of the project. He stated that the Township intends to advertise bids for the project in February, with an anticipated start date in Summer, 2010. CONSIDER REQUEST BY JOHN BECK ELEMENTARY PTO TO HOST THE ANNUAL SPRING CARNIVAL ON 5/21/10: The Board reviewed the request. The school representatives are requesting the assistance of fire police to assist with traffic direction at the school. The Board requested that the school representatives be urged to provide a donation to the fire police, since they are volunteers. On a motion by Vigunas, seconded by Chivinski, the Board voted unanimously to authorize the John Beck Elementary PTO to host the annual Spring carnival on May 21, 2010 from 4:00 p.m. to 8:00 p.m. ADJOURNMENT: With no further business to come before the Board, the meeting was adjourned at 8:08 p.m. Respectfully submitted, Daniel L.
