WARWICK TOWNSHIP BOARD OF SUPERVISORS MINUTES
October 15, 2003

Chairman Bruce Bucher convened the October 15, 2003 meeting of the Board of Supervisors at 7:00 p.m. Present were Supervisors Bruce Bucher, Michael Vigunas, Roger Moyer and Joseph McSparran. W. Logan Myers was absent. In attendance were Township Manager Daniel Zimmerman, Code and Zoning Officer Thomas Zorbaugh, Police Chief Richard Garipoli, Carol Ross, and Bonnie Young. Laura Knowles of Lancaster Newspapers represented the press.

LITITZ PUBLIC LIBRARY: Carol Ross, President of the Board of Directors of the Lititz Public Library, expressed appreciation to the Board for their recent donation. She explained that if the Pennsylvania State budget is passed as currently drafted, the Lititz Public Library could lose up to $65,000 of funding since the State is considering budget cuts to the State library systems. She noted that Library staff is waiting until the State’s budget is passed in order to determine whether or not library services or staff would be affected by the proposal.

APPROVAL OF MINUTES: On a motion by Vigunas, seconded by McSparran, the Board unanimously approved the minutes of the September 3, and September 17, 2003 meetings as submitted.

TREASURER’S REPORT: The Board reviewed the Treasurer’s Report. On a motion by McSparran, seconded by Moyer, the Board unanimously approved the Treasurer’s Report as submitted.

PAYMENT OF BILLS: The Board reviewed the list of bills submitted for payment. On a motion by Moyer, seconded by McSparran, the Board unanimously approved the payment of bills from the General Fund in the amount of $311,308.27.

MANAGER’S REPORT: The Township Manager provided a status report on several Capital Projects. He explained that all of the 2003 Capital Projects have been completed. He noted that the projects were completed later than anticipated due to weather related delays.

The Township Manager provided a status report on several recreation projects. He explained that dedication of the Forney Field facility is scheduled for Spring, 2004. He explained that final seeding has been completed at the Bonfield Recreation Fields. He noted that installation of the ballfields will be delayed until Spring, 2004 due to soil conditions and weather delays. The Township Manager stated that the Board should discuss who will represent that Township on the Rails to Trails Feasibility Study committee.

The Township Manager provided a copy of the interview questions for the Warwick Regional Recreation Study for the Board’s consideration. He noted that the consultant on the project has requested that the Board respond to the interview questions.

The Township Manager stated that the Public Works Department has started work on the Lititz Skate Park in partnership with the Lititz Borough Public Works Department.

The Township Manager provided a status report on the Hammer Creek in Heidelberg Township, Lebanon County. He provided a copy of the response to the letter sent on the redesignation of the Hammer Creek from High Quality to other designation. The Board briefly discussed the issue.

The Township Manager provided a status report on several Ordinance revisions. He explained that Township Staff is working on a draft of the revisions to the Subdivision and Land Development Ordinance.

The Township Manager provided a status report on improvements to the Peters Road and Highlands Drive intersection. He provided a copy of a letter from PennDOT regarding the intersection.

The Township Manager explained that Township staff received a letter from Mr. Bowser regarding the relocation of gas lines near the airport. He explained that this type of relocation is under the jurisdiction of PUC and FAA regulations. He provided a copy of an inspection report which indicates that UGI representatives are on-site during construction. He explained that Township staff will forward Mr. Bowser's concerns to the appropriate entities.

The Board unanimously approved the Township Manager’s report.

TAX COLLECTOR'S REPORT: The Board reviewed the September, 2003 Tax Collector's report. On a motion by Moyer, seconded by McSparran, the Board unanimously approved the Tax Collector's September, 2003 report.

PUBLIC WORKS DEPARTMENT REPORT: The Roadmaster presented a report that outlines the activities of the Public Works Department during September, 2003. The Roadmaster explained that the new Freightliner chassis should be delivered by October 31, 2003. He requested authorization to advertise the 1983 Ford dump truck for sale since this piece of equipment is being replaced by the Freightliner. On a motion by McSparran, seconded by Vigunas, the Board voted unanimously to authorize the advertisement of the 1983 Ford dump truck for sale.

POLICE DEPARTMENT REPORT: The Police Chief presented a report that outlines the activities of the Police Department during September, 2003. On a motion by Vigunas, seconded by McSparran, the Board unanimously approved the Police Department’s September, 2003 report.

ZONING OFFICER'S REPORT: The Zoning Officer presented a report that outlines the Zoning/Building permits issued in September, 2003. He explained that the Zoning Hearing Board did not meet in September since no applications were submitted for review.

The Zoning Officer explained that he received a letter from Lancaster County-wide Communications suggesting that the addresses for Briarcrest Manor be revised since the 0-hundred block numbers go up in a westerly direction from Briar Hill Road to Skyview Lane, and the 100 block numbers go up in an easterly direction from Briar Hill Road to the cul-de-sac. The Township Manager explained that addressing issues create problems for emergency service providers in locating specific properties. The Board briefly discussed the issue. On a motion by Moyer, seconded by McSparran, the Board voted unanimously to revise the addresses along Briarcrest Manor (identified as "Option 1" by Lancaster County-wide Communications).

WESA ADMINISTRATOR REPORT: The interim Warwick Emergency Services Alliance (WESA) Administrator submitted a report that outlines his activities during September, 2003. On a motion by Vigunas, seconded by Myers, the Board unanimously approved the WESA Administrator’s Report.

COMMUNICATIONS: The Board received a copy of the Lititz Community Center’s Consolidated Income Statement for the quarter ending September 30, 2003.

The Board received an invitation to attend the Lancaster County Convention which will be held on November 10, 2003 beginning at 8:00 a.m. at Yoder’s Family Restaurant.

CONSIDER ORDINANCE #205 TO IMPLEMENT THE COCALICO CREEK WATERSHED STORM WATER MANAGEMENT PLAN: The Board reviewed the Ordinance. The Township Manager outlined the Stormwater Management Plan. On a motion by Moyer, seconded by McSparran, the Board voted unanimously to adopt Ordinance #205.

DISCUSSION ON MODIFYING THE STORMWATER MANAGEMENT AGREEMENT: The Township Manger explained that the modification is a result of previous Board discussions pertaining to sinkholes. He outlined the modifications for the benefit of the Board. On a motion by Moyer, seconded by McSparran, the Board voted unanimously to adopt the Stormwater Management Agreement and the notification letter as modified by the Township Solicitor.

DISCUSSION ON AWARDS FOR THE 2003 SMART GROWTH LEADERSHIP AWARD: The Township Manager explained the Township received three separate Smart Growth Leadership Awards. He explained that the Township received an award for the Warwick Emergency Services Program, for Watershed Awareness Day, and for the Warwick Township TDR Program.

CONSIDER APPROVAL FOR AUTHORIZING THE HIRING OF TWO POLICE OFFICERS: The Township Manager explained that any approval would be based on the individuals passing physical and psychological evaluations. On a motion by McSparran, seconded by Moyer, the Board unanimously authorized the hiring of Eric Kaag and David Burdis as Warwick Township Police Officers.

The Chairman announced that the Board met in an executive session on Wednesday, October 8, 2003 at 7:30 p.m. to conduct interviews of police officer candidates

CONSIDER AUTHORIZING PAYMENT #2 TO C.M. HIGH FOR TRAFFIC SIGNAL AT WYNFIELD DRIVE AND SR 501: The Township Engineer commented that based on their review of the application and field observation of the traffic signal installation, they recommend approval/payment in the amount of $24,570.00 as indicated on the Contractor’s request form. On a motion by Moyer, seconded by McSparran, the Board unanimously authorized payment to C.M. High in the amount of $24,570.00.

REVIEW OF THE 2003 NEWSLETTER: The Board reviewed the newsletter draft. The Board is agreeable to the Newsletter as drafted.

CONSIDER AUTHORIZING OCTOBER 24-31 AS RED RIBBON WEEK - LANCASTER COUNTY DRUG AND ALCOHOL COMMITTEE: The Board reviewed the information. On a motion by McSparran, seconded by Moyer, the Board voted unanimously to authorize October 24, through October 31, 2003 as Red Ribbon Week.

CONSIDER ESTABLISHING TRICK OR TREAT NIGHT ON FRIDAY, OCTOBER 31, 2003 FROM 6:00-8:00 P.M.: The Board reviewed the information. On a motion by Vigunas, seconded by McSparran, the Board voted unanimously to designate Trick-or-Treat night as October 31, 2003 from 6:00 p.m. to 8:00 p.m.

DISCUSS ADMINISTRATION BUILDING PROJECT MANUAL: The Township Manager explained that the project would provide for additional storage space on the second-floor of the administration building. Vigunas suggested that a roof be constructed over the front doorway to emphasize the front of the building. On a motion by Moyer, seconded by McSparran, the Board voted unanimously to approve the project manual as presented and authorized the Township Manager to proceed with the project in the most appropriate and expeditious manner.

OTHER BUSINESS TO COME BEFORE THE BOARD: The Board reviewed and discussed the Warwick Regional Recreation Study Interview Questions. The Board requested the Township Manager to submit the Board’s responses to Sue Landes, who is the consultant for the study.

ADJOURNMENT: With no further business to come before the Board, the meeting was adjourned at 8:53 p.m.
