WARWICK TOWNSHIP PLANNING COMMISSION MINUTES Secretary John Gazsi convened the November 26, 2002 meeting of the Warwick Township Planning Commission at 7:00 p.m. Present were Commissioners John Gazsi, Kelly Gutshall, John Hohman, and Craig Kimmel. In attendance were Township Manager Daniel Zimmerman, Township Engineer Chuck Hess, Mark Stanley, and John Love. APPROVAL OF MINUTES: On a motion by Hohman, seconded by Kimmel, the Commission unanimously approved the minutes of the October 23, 2002 meeting as submitted. COMMUNICATIONS: The Commission received a copy of the Lititz Borough Planning Commission’s November 5, 2002 meeting minutes and a copy of revised minutes of Lititz Borough’s Planning Commission’s October 1, 2002 meeting. CONSIDER THE FINAL LAND DEVELOPMENT PLAN FOR THE NEW COMMUNITY HOSPITAL, PREPARED BY RETTEW ASSOC. DATED 9/5/02: John Love, with Rettew Associates, was present to represent the New Community Hospital Plan. He explained that the Commissioners have previously seen the plan. The project is under construction based on the Preliminary Plan and the Construction Improvement Plan. Love said revisions will be made to the Final Plan based on site issues discovered during construction. Rettew Associates is doing the stake out for the project and is monitoring the project to ensure compliance with the changes to the Final Plan. He addressed the items outlined in the Township Engineer’s letter dated November 20, 2002. The Township Manager reviewed the status of the four major intersection improvements; Millport Road and Route 501, Highlands Drive and Millport Road, Highlands Drive and Peters Road, and Millport Road and Woodcrest Drive. The Lancaster County Transportation Authority (LCTA) is proposing improvements to the Route 501 corridor. The Township requested that the LCTA consider including the Millport Road and Route 501 project as part of their over all project. The money that the developer is contributing to the intersection improvements would be given to the LCTA to assist with financing this phase of the project. Love stated that the design plans for Highlands Drive and Peters Road and Highlands Drive and Millport Road are essentially ready to be submitted to Penn DOT for their review and approval. Love commented that they recently received information pertaining to the intersection of Millport Road and Woodcrest Drive. Representatives have been meeting with the property owners concerning off-site improvements that will be done in conjuction with the intersection improvements. Love reviewed in detail the storm water plans and Best Management Practices. Love stated that the plans before the Commissioners this evening represent Phase I and Phase II construction over the next five years; Phases III and IV would require submission of a new Final Plan. The Commissioners reviewed the landscape and lighting plans. On a motion by Hohman, seconded by Gutshall, the Commission unanimously approved the Final Land Development Plan for the New Community Hospital contingent upon the Township Engineer’s November 20, 2002 comment letter being addressed. CONSIDER SEWER MODULE SUBMITTAL FOR ROY W. ZIMMERMAN: The Planning Commission reviewed the Sewer Module submittal. The Township Manager explained that the Sewage Enforcement Officer (SEO) noted his concerns about the proximity of the infiltration system to the septic system and the potential of over saturation. It was suggested that the developer install cisterns for the lots to alleviate potential storm water problems. On a motion by Kimmel, seconded by Hohman, the Commission unanimously approved the Sewer Module for Roy W. Zimmerman. CONSIDER PROPOSED 2003 MEETING SCHEDULE: The Commission approved the 2003 meeting schedule.
