TMDL: Total Maximum Daily Load
PRP: Pollutant Reduction Plan
CBPRP: Chesapeake Bay Pollutant Reduction Plan
IWP: Impaired Waters Plan

In March 2018, a new MS4 Permit cycle will commence covering the period of 2018-2023. A requirement of this upcoming permit cycle is the development and implementation of an Impaired Waters Plan (IWP) that reduces sediment loadings by 10%, phosphorus loadings by 5%, and nitrogen loadings by 3% for both locally impaired waters and with consideration to the Chesapeake Bay. This portion of the IWP is known as the Pollutant Reduction Plan (PRP) and Chesapeake Bay Pollutant Reduction Plan (CBPRP) – which are combined into a single document along with the Total Maximum Daily Load (TMDL) Plan for Lititz Run.

Lititz Borough and Warwick Township have applied for a Joint MS4 Permit and are required to submit the required IWP for the Little Conestoga Creek, Conestoga Creek, Hammer Creek and Cocalico Creek watersheds in September 2017 with the MS4 Permit application. This includes a TMDL Plan to address the existing sediment TMDL for the Lititz Run Watershed as well as a CBPRP for the Lititz Run watershed.  Manheim Township has partnered with Lititz Borough and Warwick Township on the development and submittal of the TMDL/CBPRP portion of this report for Lititz Run.

The Lititz Run TMDL Plan was first organized and submitted in 2004. Warwick Township and Lititz Borough then submitted a TMDL Update Plan for Lititz Run in 2013 in which it was demonstrated that sediment TMDL had been met through the modeling assumptions. Although the TMDL has been met, Warwick Township and Lititz Borough continue to implement BMPs that will improve local water quality, provide community benefits and improve the greater Chesapeake Bay watershed. The IWP includes a set of BMPs proposed over the next 5 year permit cycle to meet the pollution reduction requirement.

Most of the proposed BMPs are projects or endeavors already planned for including, but not limited to a stream restoration and buffer project off of Lititz Run Road in the Township, improvements at Linear Park, stream restoration up-and-down the Route 501 bridge, several rain gardens across the Borough, and a stream restoration/stabilization project between Locust Street and Front Street in the Borough.

NOTICE IS HEREBY GIVEN that the Board of Supervisors of Warwick Township (Township) and the Council of Lititz Borough (Borough) will jointly receive public comment(s) on the proposed Warwick Township-Lititz Borough-Manheim Township Lititz Run TMDL Plan and the Warwick Township-Lititz Borough Nutrient/Sediment Pollutant Reduction Plan (PRP) and Chesapeake Bay Pollutant Reduction Plan (CBPRP) required by the Individual MS4 Permit. The proposed TMDL Plan, PRP, and CBPRP include:

(1) Current status of sediment reductions in relation to the Lititz Run TMDL Waste Load Allocation (WLA);

(2) Identification and locations of structural Best Management Practices (BMPs) for implementation during the permit period to reduce loadings of nutrients and sediment as required by the MS4 Permit;

(3) Explanation of the methodology used to calculate existing nutrients/sediment loadings and corresponding reductions from applicable watersheds with regulated MS4; and

(4) Locations of local waterways with nutrients/sediment impairments.

The proposed TMDL Plan, PRP, and CBPRP are available for review at the Township office located at 315 Clay Road, Lititz, PA 17543 and the Borough office located at 7 S. Broad Street, Lititz, PA 17543 from 8:30am to 4:00pm Monday-Friday beginning July 19, 2017.
